I have a 3GS serial number **948****** that was running 5.0.1 it is supplied by my company and they switched carriers because it was too expensive but the new carrier doesn't have iPhones, they said I could keep my iPhone if i unlocked it so i could use it with the new carrier. Yesterday I upgraded to 6.15.00 iPad baseband and then installed ultrasn0w, i could call and text but data didn't work so i tried restoring to older baseband idk exactly what i did but i am now with iOS 4.1 and baseband 6.15.00 and trying to restore the baseband any suggestions on how to do that or even better how to unlock it.
Right now i will just settle to return the phone to normal
How do i edit pan settings and to what

For data to work you need to enter the correct carrier apn settings.
It has nothing to do with firmware, bootloader, bootrom or baseband.
Ask first.
You might need to reflash the iPad bb.
You didn't downgrade to older baseband, you went to older firmware.
You need more research.
