Iphone 3gs only works when plugged in?

A couple of weeks ago i accidentally swam with my Iphone 3gs, and back then i didnt know that rice helped so i tried my best to dry it .
Now , when i plug it in to the charger it starts up but it says that i need to connect the Iphone to Itunes.. So, i plug my iphone into the computer and guess what .. It doesnt work. First it shows the apple logo , then everything goes black , then it shows the apple logo again , and it goes on and on like that.
Any suggestions?
Oh , and i have changed battery on the iphone and its still the same.

Sounds to me that it's time for a new iPhone. This one is likely totally ruined.

That happens when electronics get wet.
Most likely the phone is ruined and shorted out.
Out of warranty replacement would be $200.
