Iphone 3GS running ios 5.1.1 on firmware 05.16.05 Problem!

I have an Iphone 3GS running ios 5.1.1 on firmware 05.16.05 and when running ultrasn0w to unlock i get "Could not activate cellular data network" i click ok and carry on anyway but upon putting my sim card into the device it will not work on AirTel India, it does not find any networks...My phone serial number is **928****** anyone able to help?... thank you
