iPhone 3GS screen has a blue tint.

I'm after buying an iPhone 3GS for app testing, and someones offered me a 16GB one which works fine, but has a strong blue tint to the screen. As a result the colours are way off.

Is it something that replacing the screen would fix? If so what would you consider a fair price to be?
