It keeps giving me the screen that says "Connect to ITUNES" & it gives an error code when I try to restore it. It was never jailbroken. Any suggestions?

Do jailbreak it with PwnageTool. This should override any of iTunes complaints. You might want to give us the error number, just to be safe.
You don't necessarily need to jailbreak it because I had a similar problem on an iPhone I received yesterday and fixed it. What software version were you on?
