iPhone 3GS stuck on unlock - is it possible?

i have an iphone 3gs that im attempting an unlock for a friend of mine - i have done hundreds of jailbreaks and unlocks but i cant seem to find out what im doing incorrectly or if this is impossible

The phone is a 3GS, old bootrom

SHSH saved for 4.1 and 4.2.1

it was "accidentally" upgraded to 4.2.1 and because of this he messed up the bb it is now 05.15.04

i am able to use TU to downgrade to 4.1 for JB purposes, but i cannot figure out how to go from 4.1 with 05.15.04 to anything other baseband (im assuming all i can do is 06.15 on 4.1, which would be fine)

is this possible or am i SOL?
