iPhone 3GS turns on when plugged in

Hello, I was wondering if anyone has some suggestions --

Scenario:

I have an iPhone 3GS.

iPhone turned on and plugged into computer (Windows 7). I turn it off (still plugged in) and the phone restarts and turns back on. I can't get it to stay off while plugged in.

Any ideas?

Unusual.

Try turning it off and then plugging it in.

I tried that and it turns back on when I plug it in
