I bought a used 3Gs on Craigslist which came with 4.2.1 and 06.15.00, which I believe is the ipad baseband. It was unlocked for tmobile. I have AT&T which means I don't need the unlock. I would rather have GPS.

Should I:
1. restore so I can use GPS (4.2.1 or otherwise)
2. Sell it and buy a different 3GS (does unlock increase resale value)?
3. live with it because it's not able to be restored

You cannot restore to official firmware thru itunes any more with that updated ipad baseband. You can only restore to custom IPSW's but that wont touch the baseband version.
Basebands on the 3GS cannot be downgraded so at the moment you're stuck with it the way it is.
Maybe in the future there will be a fix or Apple will release a baseband updated version higher than 06.15 and you'd be able to restore and have a functioning GPS again. Next time do your research before buying so you dont get stuck with this situation. Alot of unlocked iphone 3G and 3GS models for sale would most likely have the ipad bb cause that's the easy way of unlocking it instead of going thru all the hoops trying to preserver old baseband version thru pwnage tool etc...
