iPhone 3GS VM Issues??

I'm running ver 4.3.2, The issues is I cant dial any number. It goes directly to this VM greeting app. When I record a VM it says VM Un available, Unable to connect try again later. It does the same for the default as well. I cant even dial a number out to make a call. I can only use my contacts. How do I get rid of this?

Well apparently there was a software update with AT&T that caused a glitch.

What software update with AT&T?
AT&T doesnt put out software updates for the iphone, Apple does.
Try restoring the phone with itunes and setup as new. If it still does it call AT&T and maybe its something that needs to be done on their end.
