iPhone 3GS Without Data/Text

I'm about to give my iPhone 3GS (AT&T) to my mother. She does not want to use data or text. What do I need to do so that she can just simply insert her AT&T sim card in there and it'll be ready make/receive calls?

jailbreak it. She will then able to use the phone for a few months. Then will will get a text from ATT saying all smart phones required data plan. That has happen to my kids phones. Then I jump to T-Mobile. They don't have such rule.
