iPhone 4 5.1.1 Push/Find My iPhone doens't work.

I have an iPhone 4 on AT&T with 5.1.1 and Modem 4.12.01. Push notifications aren't working and Find My iPhone can't locate my iPhone, even if I use the app on the phone itself. I feel like the two might be related. I've tried googling but I haven't found any working solutions. Location services are on, I deleted and readded my iCloud account. Anyone know of a solution?

eject and resinsert sim

donwload ipusher from appstore (free) it can check push on the phone

i've been using iPusher to check. Reinserting the sim did not work.

I gave up and setup as a new phone, push now works.
