I upgrade happily to iOS 7 when it came out. But the more I use my venerable iPhone 4, the slower it feels with the new OS. I understand I cannot go back to iOS6 because...well Apple doesnt want me to. But are there any apps or settings I can run to help speed up the old phone?

I've heard iphone 4 users running the first beta of 7.1 have seen an improvement. The public release should be sometime in January, hopefully that should help a lot of people out.
 
Try using a single colour wallpaper. I found that detailed wallpapers that used the Dock and Folder transparency effect were slowing my phone down. Animations and typing a lot smoother after switching to a solid grey background.

iOS 7.1 did a great job improving the performance of my iPhone 4, I guess the best is wait until it is released to public.
 
iOS 6 was released on September 19, 2012. iOS 6.1 was released on January 28, 2013.

iOS 5 was released on September 19, 2011. iOS 5.1 was released on March 7, 2012.

not to mention how fast 7.0.1 - 7.0.4 came out. They are nowhere near slow.

I found the iOS 7.04 works fine on the iphone 4 with the animations disabled/reduced. In fact theres a big leap in performance from iOS 7. Same thing with my iPad 2 - I find many users complain about iOS 7 being slow on their ipad2 but I have found the performance to be fine. It does help to have at least 1 gig of memory space free though on the older devices. My iPad 2 and iphone were very slow when there was less than 1 gig of storage memory left. However after erasing a few unused apps and creating some spare memory - they work just fine
