Hi,

At the moment I have a 16GB iPhone 4. I will get a new iPhone 4S in about 2-3 weeks, which will be 32GB because I need more space. I synced all my stuff to my current iPhone 4 except some games I can't put on my iPhone anymore due to not having enough space anymore. So when I Back Up my iPhone 4 when I sell it (in 2 weeks or something), and Set Up my iPhone 4S from that Back Up (so without those games), will I be able to put the games on the iPhone 4S after the Restore from Back Up is done?

Sure, I don't see why not.
 
As above, yes you can, just sync from back up, then in itunes go the the apps tab and add whichever apps you want until it says full :D
