Hello, i've been watching some used iphone 4 on ebay, however they present this Bad ESN condition but i've read they can be "flashed" to another carrier, i live in Mexico so do you think i can buy one of those and then use it with my own carrier?

If it is a bad ESN it means it has most likely been stolen. I recommend not buying it in that case.
 
They can't be flashed or change the bad imei.
If it's factory unlocked it could be used out of the country with other gsm carriers. If it's locked to 1 carrier and blacklisted then gevey could be an option but still a risk and major pain IMO.

We are talking about CDMA and ESN's here
