Iphone 4 battery status stuck at 100%

Today i noticed during the day my phone was still at 100% after 5 hours off the charger. Did a quick reset, didnt work. Then I did a hard reset by pressing the home and power button at the same time. Then the battery status started going down but starting at 100%. When i got home a few hours later I charged it back up to 100%. After i unplugged it, it kept doing the same thing by staying at 100%. So I did a restore on the phone. But I didnt restore from a backup up. I restored as a new phone so I could do the cleanest install possible. After the restore and what seamed like hours of installing and organizing my programs and getting it how i wanted, I was down to about 83%. So i decided to plug it in for a while until i was charged up to 100%. Then i unplugged the phone. Now its stuck again. Ive played a game for like 10min and also netflix for 30min and its still at 100%!!!! Ahhhhhhh what should i do! Thanks
