iPhone 4 Bluetooth Issues w/ Car

I'm having issues with my 2010 VW Jetta TDI, and my iPhone 4. The blue tooth appears to be synced with the car, but work when it wants to. I don't know if it's an issue with the phone, or my cars blue tooth.

I also have a Plantronics Voyager Pro that works like crap with iPhone 4. I am using a case with my phone. The Plantronics worked awesome with my 3GS.

Any ideas?

If it's running iOS 9, that may be the issue. My 4S/iOS 5.6 runs fine on our BMW. My wife's 6 and her Watch went bonkers once she put 9 on her iPhone. One minute it works, the next it won't. Leaving the Watch at home makes no difference.
