When I install iOS 7.1 in my iPhone 4 , it's camera quality failed. it shows foggy view. while its front camera is working as it was.

The camera on the back of the device takes foggy pics now? I have a test device at the office I can give this a try and help confirm if you would like. I'll be back there tomorrow morning.
There might be dust underneath the glass, buy a tool and remove it. If that doesn't work try a clean install.
