iphone 4 camera flash problem

i just got a iphone 4 ATT and the flash is not working. The camera works. I order a new camera from ebay, and its the same problem.

I was able to test the camera/flash on another iphone 4. The camera/flash works on the other iphone 4.

So, anyone have idea to fix this?
