Does the iphone 4 Case replacement program still exist?

I read from sources this program ended in September 2010 but I just bought an iphone 4 and somehow thought they fixed the problem but did not.

Is there anyway to qualify for this program or just buy a case asap? Thanks

There have been some reports that you can contact Apple Support about the issue and that they will send you an iPhone bumper for free, but it probably depends on who you talk to.
