I have a currently activated Verizon iPhone 4, 4.2.8 jailbroken. Is there any way I can unlock it to work wifi only? I have to suspend my contract because of recent job loss, but I'd still like to be able to use my phone on wifi.

Once your service is turned off, continue using your iPhone.

You don't have to unlock it or jailbreak it to turn it into a ipod. You just need to cancel your voice/data plan. By default the phone already works with wifi once it is activated. Canceling your contract with Verizon will not unactivate the phone. Your fine, except for ETFs.

I'm not terminating the service, just suspending it, so no ETFs. Thank you for this.

I don't think you'll be able to reset your phone or wipe it, however. I'm not sure if you'll be able to upgrade either.
