Iphone 4 Cellular Data Off Switch

If i turn the cellular data switch off will i be able to surf the web if im on wifi.
I couldn't surf the web when the data swich is off but im on wifi. please advise

when the cellular data switch is turned off i cannot surf the web just using wifi, is that normal? please help.
