IPhone 4 Charger Question

I have a car charger from my IPhone 3G and I tried using it with my IPhone 4 but no go!

I thought at first it was my bumper but I removed it this week and tried again and still no luck.

I think it is a Belkin.

Should it would or is it not compatible?
