iPhone 4 & Cut down Prepaid SIM

Has anyone who have received their iPhone 4 tried a cut down prepaid SIM and see if it works in the iPhone 4?

Why would it need to be unlocked if it's an AT&T prepaid SIM going into an AT&T phone?

I used a prepaid SIM from my 2G iPhone in a 3GS. I didn't have to jail break or unlock the phone. I want to do the same with the iPhone 4.0.
