Iphone 4 flash problem! Please help!

Hi everyone

I am having a problem with my camera.
We i got it, it worked perfectly and then all of the sudden my flash started giving problems.
Everytime i take a picture with the flash on no matter how dark or how light the room is, my photos are blinded by the flash.
The faces are completely white. Far and close.
When the flash is on, it does not focus before the photo is taken.
Also when i take videos the flash doesent turn on.

I took this photo for instance of my brother and it looks like this. It always does this.

The apple store told us to restore the iphone but that did not help.

Has anyone had this problem before?

We were at the apple store and they said restore it and it diden't work.

Should we send it in for a fix or does anyone know what the problem is?
