Iphone 4 iOS 7 wallpaper does not move?

So I was on a friend iphone 4, with iOS 7, and I noticed when you move the phone, the icons don't move over the wallpaper like my 4s.

Is this a limitation because of the iPhone 4, or is there a feature that is not on?
