Iphone 4 Keeps Rebooting

Recently my I4 went swimming in the pool for 45 min and I got everything to work except when you turn the phone on it will boot up as normal then after about 10 min it will turn off. But, when it turns off instead of the screen just going black there is like a imaginary black "Bar" that turn from top to bottom of the screen to turn it off.

Any Suggestions?
