iPhone 4 Not Activating

So my iPhone arrived a few hours ago and after going through the setup and syncing my iPhone won't pick up any service. We have a business account, so does the activation need to come from somewhere else? Or is there something that I'm missing?

try going to www.att.com/activations and verify your info as requested. then turn off your phone and turn it back on. this worked for me.

Restart your phone. That activated it for me.

yeah i restarted it a few times and it activated

I've restarted three times now and each time I get the message "waiting for activation. this may take some time." would you recommend just restarting over and over?
