My iPhone4 has been charging oddly as of late. There have been times when i plug in a wall charger to my phone it will show the fully charged (power plug) symbol rather than the charging symbol (lightning bolt) when it clearly is not completely charged based on percentage. Luckily it switches after a couple minutes and starts charging, but will often switch back and forth between charging and showing that it is fully charged (ie. 63% but will have fully charged symbol and wont charge any further).

I dont believe it is the charger port at all, as i can sync perfectly fine.

Is it the battery? is it a software issue?

I am currently running iOS 5.0.1. please help!
