iPhone 4 not filling up with max possible music?

My iPhone 4 seems to want to keep about 1.3GB of free space. I want my iPhone packed to the gils with music. I paid for the 32GB and I want to use ALL of the available 29.06GB. Anyone know why iTunes wants to keep at least 1GB of open space on the iPhone 4? I used to be able to fill my 3GS model.
