I currently have two iPhone 4 devices that are grandfathered in on the AT&T Unlimited Data plan.

I asked AT&T if I could add a new iPad to that plan, an idea they quickly rejected.

Is it possible to buy an AT&T compatible iPad, and then just pop in and use my iPhone's sim card and use it for unlimited data?
 
Can't. You can put your sim inside but eventually AT&T may send you a threatening message. Also- you would lose your phone number, being that it is in a data only device
