Iphone 4 out of warranty replacement?

Will apple still replace an iphone 4 for $150 that's out of contract (and out of service with no sim in it)?
My micophone broke and i been thinking about replacing it and giving it to somoene.
If so ,Will they repace it in store or do they have to mail it off?
