iPhone 4 phone call lag

After receiving a replacement phone from Apple almost everything on this phone is fixed. Although, the major problem at this point is a delay time of about 15 seconds for a phone call to ring/connect. I know AT&T isn't the best service, but perhaps it is my iPhone also. Does anyone have this problem too? Fill me in with your thoughts. Thanks!

Woah, that doesn't seem right. Try restoring / rebooting, all that, and if it still does the same thing - bring it in.

Is that AT&T or the phone? Was that the same with the other phone(s)?

I get that too but it's not all the time . Sometimes it's as long as 20 seconds. I have to look at the phone and check to see that I actually 'dialed'.

It's with this phone. This happens once in awhile, but quite too often.
