iPhone 4 pics not in the 4s after restore. Any ideas why?

I synced and backed up the 4 and restored to the 4s and my pictures are not there. Not even after a sync. I can select to sync pictures in itunes under the phone but all it lists are my folders from my PC which I don't want. i just want the 4's pictures on the 4s
