Iphone 4 plan help

I am going to buy an iPhone 4 but without the plan
is that possible
and if do buy one from like craigslist without a plan
will the iphone still work like an iPod touch but with a cam or will it cease to work
please help

If you buy one on CL thats been activated you could use it as a touch as long as its activated.
If not it will be stuck on the connect to itunes screen and you would need an AT&T sim to activate it first before you get in the homescreen.
