iPhone 4 Rejecting calls and not sending picture messages

I just updated to 4.2 and since, my phone is really messing up.

About 50% of the calls that i "receive" do not come through and go straight to voice mail. Also, i have seemed to have lost the ability to send picture messages to people, it just prompts up the error message with the "!" sign.

Is this a issue with the new OS or is it a fault of ATT?

I have 3 Apple stores near me so going to a Apple store is no problem for me.

Try resetting your network settings as a first step.
