iPhone 4 Safari Problem

if i open settings>icloud>safari when i open and touch the adress bar safari crashes. if i close it, then when i close a tab and quit safari the last tab that i closed opens again. how can i fix this?
i tried clear cache and i even restore iphone as a new device. but nothing worked.
