iPhone 4 screen twitchy, anyone else noticed this?

I just noticed this so I'm not sure if it's been happening and I just didn't notice it or if it's new. But, when I'm in safari scrolling up or down the webpage literally twitches or bounces up and down in a fairly quick motion. It's not isolated just to safari, it's any page that you can scroll up or down on. It really gets bad if you are scrolling down and stop at a certain point to read some text. Just curious to know if anyone else has noticed this issue.

Also it only does this while in portrait, works fine in landscape.
