iPhone 4 Stock in NYC

Is the Apple retail store the only store offering the iPhone 4 at the no contract price? I checked all of the NYC Apple stores. They do not have stock and are telling me a 2-4 week wait on the reserve list.

I wondered is any other retail chain offering the phone at a no contract price?
 
I went in and asked about the no contract iPhone. They told me to order it online which was crap because there is no option for that. They also told me they didn't have any iPhones in stock (this was about two weeks ago).

Does AT&T have a no contract price or only Apple?
 
I didn't ask an AT&T rep. I just added an additional line (for my sister) and will be keeping the $199 iPhone 4 lol.
