Iphone 4 synch rearranges all app icons?

VZW version but, I've read it happens to all of them. I rearrange my app icons on the phone itself and then synching via iTunes rearranges them however it feels fit.

Also I try rearranging them in iTunes and then synch- same issue. Just puts them back however it wants?
