Okay so i just jailbroke my iphone 4 with greenposi0n and now after installing ifile and a few other apps.So after trying to reboot it is just stuck at the reboot screen with the skull. Is there anything i can do? Its been like this for 25 minutes...

Maybe hold the power button and home button to force a restart.
