iPhone 4 Tele 2 Sweden network help!

Ok...this is how it goes
I have iphone 4
ios 5.1.1
firmware 4.12.01
it's not blacklisted
and it's locked to Tele2 sweden network
I have contacted them about this and they told me in order to unlock it I have to have somenone in Sweden so they could send bill to that preson and it costs about 48 dollars/35 euros and it is code unlock(it cannot be payed over paypal)
It's way more cheaper than those 99 pounds offerings on the internet
Another problem is that in order to activate it I have to have some other than theirs swedish network sim card to activate it in iTunes
Since I live in godforsaken Serbia I cannot do anything about it,I don't have anyone in Sweden for them to send bill to and to send me a swedish sim card
Does anyone have or had simillar problem and how did he/she solved it
Please help if someone lives in sweden or anything so that he/she can do that for me,send me sim and pay bill...I would pay in front that 300 SEK or 50 dollars/35 eoros how much it costs over paypal

Yes, we do this usually for our customers. That's why our Tele2 Sweden unlock is cheaper than elsewhere. We do it exactly the way you described it
