Iphone 4 tether to Ipad - no jailbreak

I've got an Iphone 4 that I can't jailbreak (per my company's rules) and I want to tether my Ipad to it, so I don't have to sign up a seperate data plan.

Call me cheap, I don't care, but is there a way to make this happen?

4.3 (or 4.2.6 on Verizon) has a Personal Hotspot built in. Pay AT&T or Verizon the $20/month and be done with it.
