iphone 4 theme wont show?

im trying to install a theme but it wont show on my iphone 4..i put them in library/themes like always but this theme wont work..im on 4.1FW

im i suppose to put it some were else?
i tried turning on summer board but still wont show up..
its a basic theme not fancy widgets ect..
