iPhone 4 Unlock Baseband question... :(

Ok so I'm here on a whim and admittedly know nothing of this sort of thing so please excuse my ignorance but what basebands are unlockable for the iPhone 4, is it true what I've been told that only 1.59.00 is unlockable?
