iPhone 4 (Verizon) shortcut question

I read this tip on Apple's website and it does not work on my phone, can anybody tell me why? The second tip about entering a number or symbol quickly. If I touch and hold the 123 it just switches to the numerical keyboard and it doesn't switch back when I let go. I have to tap it.

Press and hold the 123, then slide the same finger up to a symbol or number, and release. This will work with all the numbers and symbols.
Doing it the way Apple suggests only seems to work on the . and the '
