Anyone else in this boat?

Flip the vibrate/ring toggle to ring.. and it vibrates for a sec
Flip the vibrate/ring toggle to vibrate.. and nothing

In other words, it's backwards.

My wife's iPhone 4 - exact opposite (set up correctly)
 
Check your sound settings. If you have vibrate toggled off when on 'silent' but on for 'ring', the switch will behave as you've described.

If both are set to vibrate, the phone will vibrate when you switch to silent.

And if neither are set to vibrate, toggling the silent switch will do nothing (no vibrate).

The switch is a "silent" switch as opposed to a vibrate switch. As I understand it, the phone vibrates when you toggle the silent switch on/off to indicate it has made the change. Rather than vibrating to indicate it's on vibrate mode
