so guys... i was comparing my iphone 4 and my old 3G next to each other and i played the same songs at the same volume level without earphones and i noticed the volume on my iphone 4 is more dull compared to my old 3G where the volume is more crispier, anyone else with this issue? how do you solve? Both has sound check OFF.

Not sure you're in the right forum but if the 3G is not running iOS4 then the eq settings will be different. iOS4 changed the eq settings for the better, using a subtractive setting rather than an additive setting. This reduces distortion but will also make the overall volume lower than the same setting in OS3. Try comparing both with eq off.
