Ummm, sorry to tell you, but if you tried the rice thing, you're pretty much out of luck. Even putting it in rice, there's only a CHANCE that it will work. It's been 3 weeks, which means it should be all dry inside. If it was going to come back to life, it would have. This isn't really the kind of thing a tutorial can fix. You're gonna need a new phone.
I did take it apart yesterday, and some parts had drops of water on it. I let it air dry for about 45 minutes.
