My girlfriend let her iPhone fall in the toilet, I've heard of some people having the same problem except survived.. What are the steps I can start to do to try and revive it if possible?

Did she immediately turn it off and place in a bag of rice, or silica to dry out for a few days? If not, it may already be too late.

steps you should do imidiatly:
1. turn off device.
2. dry with hot air (nor realy hot)
3. go to iphone lab - they will open your device.
clean the corrosion and replace parts such iPhone battery or chaeger dock.

i sugest either wat it working to pay 50$ in iphone repair service to completely clean for no further damage.

the tips FROM iFix - smartphone services
