So my mate found an iPhone 4 not so long ago and there's no signal on it however from what he's told me everything else works so it's practically an iPod Touch 4G? He's selling it to me for £180 and considering a new iPod Touch 4G 8gb is around £160 here I think it would be worth putting the extra £20 and getting a much better looking device with 16gb of more space.

So can anyone confirm that it's practically an iPod Touch? Or are there more disable features?

I bet there is no signal as when your mate "found" the iphone, the rightful owner notified the carrier and ceased service to that device.

As per the capabilities, apple.com lists them in depth...
